Excessive Staff Turnover

As Council members we need to work collaboratively together and consider new ideas to get out of this cycle.
My solutions include:
polling employees to understand concerns
requesting an analysis of HR staff and their recommendations
requiring a market salary analysis before negotiating with each employee group to understand how current compensation compares to the market (this practice was discontinued 4 years ago)
reviewing the 2014 Hining and the 2017 McCary Studies of the police dept both of which acknowledged retention issues and consider these recommendations (top cause: management turnover)
clarifying the distinct roles and authority of staff vs. Council. Council establishes policy and the City Mgr implements the policy and manages staff, practices and procedures.
understanding police chief turnover has a bearing on stability and has been frequent, then seek a solution such as retention bonuses
